Fire safety is an imminent concern, not just for Newport Beach but for those communities most closely neighboring Buck Gully. The State of California is developing a new set of rules and regulations for brush and landscape management for wild land areas such as Buck Gully and Morning Canyon which are directly adjacent to residential or commercial development. Newport Beach Fire Marshal Steve Bunting is following this legislation and will keep the city informed of changes as they occur. In light of the recent LA County and Santa Barbara fires, this topic should be of interest to all living in Corona del Mar.

Wildland/Urban Interface (For homes which are adjacent to Morning Canyon & Buck Gully)

Wildfire safety is a particular concern to Corona del Mar residents. With Buck Gully and Morning Canyon in close proximity to Cameo Community, all residents should take steps to harden their homes against fire, and to prepare an evacuation plan in advance of an emergency. We saw what happened to Brea and Yorba Linda residents in the 2008 Freeway Complex Fire. We can take steps to prevent a similar catastrophe from happening here.
The city's website contains much information and tools to help you accomplish a fire safe home and a safety plan for your family.

The Newport Beach Fire Marshal has offered us some tips for making our homes, and our community, more fire resistant.
Determine the classification of your roofing materials. Class A and B are fire retardant. Class C (shake or wood shingles) are not.
Keep your rooftops and gutters clear of leaves and other debris. This is particularly important for homes with flat roofs.
Check your chimney's spark arrester to make sure it is in tact, fits tightly, and has not corroded. Sparks that escape from the chimney are a hazard for both you and your neighbors' homes.

How prepared
would Cameo Community be in the event of a disaster which ties up
our City's paramedics, fire, and police resources, and prevents them
from getting to us for a couple of days? The City believes each one
of its 165 neighborhoods should be prepared for this scenario.
The City's website has much information about what each family and
each community can do to prepare themselves for both sheltering in
place (due to an earthquake, hazardous spill, tsunami, etc.) and for
evacuation due to a fire (especially since we live right next to
Buck Gully which is considered a high-risk area).
The City also offers a number of free classes to NB residents on emergency preparedness. The certification program, which includes in-depth training in several important areas (CPR, First Aid, Fire Suppression, etc.), is offered several times a year in Santa Ana Heights at Fire Station #7.

New City Ordinance - Water Efficient Landscaping
In order to comply with new requirements of State Assembly Bill 1881, the City Council adopted a new Water Efficient Landscape Ordinance and related Design Standards document at the February 9, 2010 City Council meeting. Does your project need to comply with the new ordinance?

Be Smart About Your Irrigation
The key to efficient outdoor irrigation is applying just enough water and only when necessary. Water-wise habits will result in a healthier lawn and landscape, in addition to conserving water. Plus, reducing your consumption will help reduce your water bill.
Check sprinklers for overwatering:
Water overflows the curb and flows into the gutter
Moss is growing on the ground of landscaped area (especially in shady areas)
Soil is saturated 5” below the surface or soil is muddy.
Adjust sprinkler heads that are watering driveways, sidewalks and streets.
Consider purchasing a weather-based, “smart” irrigation controller.
Periodically inspect your irrigation system. Fix leaks and broken sprinkler heads.

Neighborhood Traffic & Speed Management
The legal speed limit within residential communities is 25 mph. The city maintains a traffic management policy, and one of the things they can do for neighborhoods experiencing speed issues is to set up trailers to monitor motorists’ speeds for a limited time. This Committee has been meeting over the past year to
update the city’s Zoning Code so that it is consistent with the policies
adopted in the 2006 voter approved General Plan. Topics cover all
aspects of the Zoning Code from allowable building height and size, building
setbacks, public view protection, commercial and residential parking
standards and much more.
The committee also reviewed development standards for bluffs
and canyons throughout the city. This includes development along Ocean
Boulevard, Carnation Avenue, Pacific Avenue, Brighton Road and Milford
Drive, as well as development along Morning Canyon and Buck Gully. Impacted property owners should take every opportunity to attend public
hearings, including Planning Committee meetings and City Council meetings
when this item appears on their agendas.

Civic Center Project (City Hall and Park Master Plan)

The City of Newport Beach has completed the preparation of a Draft Environmental Impact Report (DEIR) for the proposed City Hall and Park Development Plan Project to be located between Avocado Avenue and MacArthur Boulevard in the City of Newport Beach. The DEIR has been prepared to examine potential environmental impacts generated by the proposed project in relation to the following Environmental Analysis Checklist categories: Land Use and Planning, Traffic and Circulation, Aesthetic, Air Quality, Biological Resources, Cultural Resources, Geology and Soils, Global Climate Change, Hazards and Hazardous Materials, Hydrology and Water Quality, Population, Housing and Employment, Public Services, Utilities and Service Systems, and Recreation. Newport Beach City Council selected Bohlin Cywinski Jackson as the winning architectural firm in the city’s City Hall & Park Design competition. The decision marked the culmination of a nine-month-long design competition in which more than 50 firms were considered and five finalists produced and presented five design concepts. The City Hall Design Committee, comprised of local architects and a landscape architect, administered the competition and ultimately recommended Bohlin Cywinski Jackson and its design concept to the City Council.
The City Council reviewed the committee’s recommendation which included several suggested modifications to the Bohlin Cywinski Jackson plan. It is possible that the final plan may have a number of changes from the specific design submitted by the firm.
The City Council needs to hear clearly that you want them to actively regulate current and future group-home use to end overconcentration and retain the residential character of Newport Beach and Corona del Mar neighborhoods. As it stands right now, Cameo could not prevent group recovery homes from being established in our community as the City has not established any meaningful regulations to license these facilities.

The City of Newport Beach (Department of Planning & Economic Development) is looking at some alternatives to change parking in and around the commercial area in Corona del Mar. Several outreach meetings were held, and the city's consultant recently published the results of their study which was reviewed in a public outreach meeting on January 21.
If you missed the January 21 meeting, you have another opportunity to hear the results and make comments to city staff. The next meeting is scheduled for March 3 at 5:30 pm at Sherman Library & Gardens. Click here for the agenda.
