General Plan / Local Coastal Plan Implementation - Development Restrictions for Bluffs, Gullies & Canyons

Topic:  Submerged Area Development Standards

 

This Committee has been meeting over the past year to update the city’s Zoning Code so that it is consistent with the policies adopted in the 2006 voter approved General Plan.  Topics cover all aspects of the Zoning Code from allowable building height and size, building setbacks, public view protection, commercial and residential parking standards and much more.

The committee is also reviewing development standards for bluffs and canyons throughout the city. This includes development along Ocean Boulevard, Carnation Avenue, Pacific Avenue, Brighton Road and Milford Drive, as well as  development along Morning Canyon and Buck Gully.  Impacted property owners should take every opportunity to attend public hearings, including Planning Committee meetings and City Council meetings when this item appears on their agendas.

Buck Gully - September 2009

 

The City of Newport Beach is considering a proposed Resource and Recreation Management Plan (RRMP) for Upper Buck Gully. The 254-acre gully is located near 5th and Poppy in Corona Del Mar.   The proposed plan covers improving trails and removing and replacing invasive plants in Upper Buck Gully, and working with the community to develop stewardship of this important resource.  Information about the RRMP proposal can be found by clicking here.

 

Fire safety is an imminent concern, not just for Newport Beach but for those communities most closely neighboring Buck Gully.  The State of California is developing a new set of rules and regulations for brush and landscape management for wild land areas such as Buck Gully and Morning Canyon which are directly adjacent to residential or commercial development.  Newport Beach Fire Marshal Steve Bunting is following this legislation and will keep the city informed of changes as they occur.  In light of the recent LA County and Santa Barbara fires, this topic should be of interest to all living in Corona del Mar.

Neighborhood Traffic Management

The legal speed limit within residential communities is 25 mph.  The city maintains a traffic management policy, and one of the things they can do for neighborhoods experiencing speed issues is to set up trailers to monitor motorists’ speeds for a limited time. Civic Center Project (City Hall and Park Master Plan):  November 2009

 

City Council is planning three public hearings to vet the new Civic Center Design before the vote on the project in November.

The City of Newport Beach has completed the preparation of a Draft Environmental Impact Report (DEIR) for the proposed City Hall and Park Development Plan Project to be located between Avocado Avenue and MacArthur Boulevard in the City of Newport Beach. The DEIR has been prepared to examine potential environmental impacts generated by the proposed project in relation to the following Environmental Analysis Checklist categories: Land Use and Planning, Traffic and Circulation, Aesthetic, Air Quality, Biological Resources, Cultural Resources, Geology and Soils, Global Climate Change, Hazards and Hazardous Materials, Hydrology and Water Quality, Population, Housing and Employment, Public Services, Utilities and Service Systems, and Recreation.  Public comments on the DEIR are due by October 15, 2009.  To review the DEIR, click here.

 

Newport Beach City Council selected Bohlin Cywinski Jackson as the winning architectural firm in the city’s City Hall & Park Design competition.  The decision marked the culmination of a nine-month-long design competition in which more than 50 firms were considered and five finalists produced and presented five design concepts.  The City Hall Design Committee, comprised of local architects and a landscape architect, administered the competition and ultimately recommended Bohlin Cywinski Jackson and its design concept to the City Council. 

 

The City Council reviewed the committee’s recommendation which included several suggested modifications to the Bohlin Cywinski Jackson plan.  It is possible that the final plan may have a number of changes from the specific design submitted by the firm.

Group Homes

 

The City Council needs to hear clearly that you want them to actively regulate current and future group-home use to end overconcentration and retain the residential character of Newport Beach and Corona del Mar neighborhoods. As it stands right now, Cameo could not prevent group recovery homes from being established in our community as the City has not established any meaningful regulations to license these facilities.

CdM Parking Study - 2009
 

The City of Newport Beach (Department of Planning & Economic Development) is looking at some alternatives to change parking in and around the commercial area in Corona del Mar.  Several outreach meetings were held, and the city's consultant recently published the results of their study which was reviewed in a public outreach meeting on January 21.

 

If you missed the January 21 meeting, you have another opportunity to hear the results and make comments to city staff.  The next meeting is scheduled for March 3 at 5:30 pm at Sherman Library & Gardens.  Click here for the agenda.

Draft Zoning Code Available for Public Review

Topic:  Submerged Area Development Standards

 

The City of Newport Beach is re-writing its Zoning Code to include provisions for implementing the policies outlined in the 2006 General Plan and the Coastal Land Use Plan. A draft of the new code is now available for public review. The city’s Zoning Code establishes the allowed uses and development requirements for all parcels of land in Newport Beach. The draft includes the creation of several new zoning districts and related development and use standards, regulations related to affordable housing,
standards for bluff and canyon development, and standards for coastal access. As part of the rewrite process, the city conducted a thorough re-evaluation of the city’s existing regulations. Clarifications and changes were made to code sections found to be ineffective, outdated or difficult to interpret and administer.
 

The draft code can be viewed at www.city.newportbeach.ca.us/PLN/Planning.html or copies are available at the Planning Department. In addition, the General Plan/Local Coastal Program Implementation Committee is holding a series of public meetings to review the code and take public comment. The draft code will also be reviewed by the Planning Commission and City Council prior to adoption.
